Governor Quinn is set to announce an amendatory veto of HB-183 tomorrow with fanfare at the Thompson Center.
The Governor is rumored to be making several changes to the bill which would include:
· Limiting individuals to carrying a single handgun with a single magazine and no more than 10 rounds of ammo.
· Changing the definition to where the handgun must be completely concealed as opposed to concealed or mostly concealed
· Banning carry in any place that serves alcohol except private clubs and residence. This would nullify the restaurant carry provisions of the bill.
· Inverting the no carry posting to make carry permissible only in places that post it is OK to carry a concealed firearm
· Allowing employers to ban firearms on their property and negate the safe harbor provisions.
· Remove the ability of individuals to get out of their vehicle and store their handguns in the trunk of their vehicle
Look for the Legislature to move to override the veto when they come back the 8th or 9th.

I am about to spend a mid-five digit amount to take Evanston to Federal Court.....hoping SAF and NRA will pick up the balance...don't blame it on my voting.

Protecting the public from conceal carry? He keeps talking as if law-abiding citizens are criminals.
Why anyone would want to live in a state like this is simply beyond me (apologies to Jay & Lisa).

Here is what I picked up as his changes to HB0183:
#1 - Any place that serve alcohol is prohibited even if the permit holder is not drinking.
#2 - Strips out Home Rule Preemption. Quinn said this in relation to AWBs and mentioned nothing about handguns/CCW. I'm unclear as to weather or not the preemption for handguns is still there.
#3 - CCW permit holders would have to operate under the assumption that ALL private businesses are prohibited. Businesses wishing to permit CCW would have to post "Guns are Welcome" signs.
#4 - No safe harbor in parking lots of prohibited places. IE: if your workplace prohibits, the parking lot is also prohibited; meaning you cannot carry on your commute.
#5 - Limits what can be carried to ONE gun and ONE magazine and limits magazine capacity to 10 rounds.
#6 Something about mental health reporting. My feed froze and I missed this part.
#7 - Changes the definition of Concealed Handgun to "Completely" or something like that... Original Bill states partially (Quinn mistakenly stated that the original Bill stated mostly, maybe he read the wrong Bill?). IE: No more protection from printing or your cover garment riding up...
#8 - Sounded like it was getting changed to "May Issue ".

Limiting concealed carry to one handgun and ten rounds of ammunition is the most ridiculous thing I have ever heard of. Why limit the good guys when the bad guys don't give a flyin' flip what the law says about how many rounds they bring.
Way to set up your law abiding citizens to be outgunned by the bad guys. I wonder if the local police are going to have to follow those restrictions as well? I mean the argument is that there is no legitimate need to carry more than one handgun and ten rounds... right. I don't see why the police should be exempt then.
