Basically for 40 grain bullets. What's the slowest one can get by without neck separation??

Neck separation is not the issue. The case not sealing and staying in the chamber would be.

Big flaky ball powder like that does not meter well into the small 5.7 cases. It's really easy to load a over pressure round when you push it to the limits.

Aside from the poor metering, I’d b interested to see how it performs. 571/HS7 was good stuff. 572 may be faster/more efficient?

Nope, the issue is case size when it comes to slow powders.
Now IF it's a well made pistol the system will make handle hotter loads and faster powders.

I have a pound of 572 on the way. If I get a chance I will work up some loads with it.
