saigas are cheap and reliable. SO is the wolf ammo that it feeds on. (rifle calibers; 223, 7.62x39)
Keltec sub2000 in 9mm or 40 cal. (pistol calibers)

Is the SKS legal in NY? I can't imagine it would be.

I would also recommend just saving a little more, then buying a Romanian AK. That is the ultimate "cheap and reliable" rifle.

Used romanian AK? Under $300 limits the choices.

Another good way to pick up cheap firearms is to check the trade magazines. With as rough times people are having these days, some have had to thin out their collections. It's a great way to enhance yours. :)

I still say you can't go wrong with the old Marlin 30.30 lever action. Good little kick around rifle that's good for everything from varmints to deer.
Small and light, fits a saddle scabbard and light enough to pack in and out of far away deer camps with ease.
But that's just me.
