IIRC it's not federally mandated, just FNH company policy to not sell to Civvies.

IIRC isn't SS190 considered AP by ATF standards? It's just most of what's available is being sold as Preban??

to hell with stocks and bonds, just invest in SS190 and sell in 24 months!

It is BATFE designated AP, however, you may sell it as preban. That is why it goes for so much, because there is a finite amount of it out there. Its the 198 that isn't restricted by the BATFE, but FN chooses to sell it only to LEOs, effectively restricting the sale to civies.
