Depends on the barrel length, ammo, optics, and with the 1/9 twist you would not be able to shoot anything heavier than 69 grains out to a long distance say past 400 meters.
Now if you want to use the heavier ammo and get out there with some punch you need the 1/7 twist rate.

There are several excellent manufacturers out there for the AR15.
