Where I used to live they used to post big, bold signs about a mile ahead the radar with an announcement that radar was ahead and parked a brightly painted van on an overpass. If you were speeding after such warnings you Deserved a ticket. I think though, the emphasis was on getting people to slow down rather than generating income.
